I would ditch the splash page. Splash pages - reasons NOT to use them. And work on the footer in the forums, you have some banners there or something .. too big I think.

As for the mods: you don't need any to kick start a forum. Try some post exchanges, get your friends on the site and grow the content. From the best members you'll chose mods when you'll really need them. Create many topics on that forum. it's a bit empty.
