To plain, but yet it's nice. A site like that doesn't need a technical design IMHO.

Simple but fitting tothe content. Is this based on a CSS template?

I suggest maybe breaking the content into chunks that are easily navigable for people who want to get the rules on a certain aspect of play.

I like this design - with the content you have, it fits very nicely - very straightforward layout for very straightforward content.

It's a nice site; the logo is cute

One thing I don't like is the way the Google ads are at the top of the navigations... I think that would kind of mislead new users.

Other than that, great!
