I need a cheap source for pics

I'm picking up domain names on diverse subjects. Something I read suggested that pics from government sites are freely available to use. Is that true? If that's true than there fairly easy to find on google. For example I may develop a site on orchids, so:
http://images.google.com/images?hl=e...rchids%22+.gov

Any suggestions, or other sources of free/cheap pics please?
(I don't mean for orchid pics in specific, but pics in general on diverse topics)

http://istockphoto.com has always been my favorite stock photo site good prices as well

I've used istockphoto.com and dreamstime.com for cheap ($1) images.
