Web builders, I want genuine custom PHP design with all the features of arcadelady.com and not script. How much will you charge me to build it in a different design?

Custom web design, php, no free or script. I will select topics, ad sizes, how ad space will be arranged. Just design arcadelady.com in a differnt format with all the features.
