For graphics, you can do that in Photoshop and it is actually pretty simple

Honestly all you need is photoshop. The coding for the menu can be done with only css and html.

Im sure you could come close with some free graphics programs but I've never used them.

i think its just CSS with a predefined black header img..pretty easy i think..code is in CSS and in the code they just add the black img as a backgroud..

You can do hover effects with XHTML & CSS, which is the most efficient & best option :imo:

You can also accomplish similar effects for links & dynamic menus with JavaScript, DHTML (Dynamic HTML), & of course Flash. I would avoid Flash by means of website functionality - it can be blocked and furthermore can't even be indexed by search engines, whereas the others can, even JavaScript & DHTML menus. You WANT your menus you to be crawled so that SE spiders can find all the pages & content of your site, right?

Photoshop is a good option for creating this one,If you have only static content on the site.Is the site is having html code only then you can easily generate menu by option in htlm.

This could be a Flash applet, however I believe it can be done in a pic editing application like PhotoShop, or the free GIMP. You just need to have a stylesheet or use onMouseOver().

I think the Menu can be done in Adobe Dreamweaver CS4 with CSS code. Yes, you need to use photoshop to enhance the photo you want to use. I have used Flash Menu before but with using a Webpage maker for creating a webpage. I haven't try the Flash menu with dreamwaver.

There are too many ways....You can use photoshop for it. There is another way.
Create this kinda Buttons in mix fx software and Just give a this kinda look with table tag. It is very easy.

One free open source graphics program you might want to try is Paint.net... if I was going to make a menu like this I'd just the onmouseover method.
