Try Wampserver;

Just install and you're ready to run most forum scripts from your desktop in a run time environment.

Stick to what the forums administrator panel is as that way you can be guaranteed of security. I like using PHPBB2 as its good forum software.

In my personal opinion VB is the best, the easiest to use, finest interface, awesome controls. it really gives you an option to customize the look of the forum through admin interface, which is really something i like. IPB had some serious design flaws in the earlier released versions. The Admin Panel in IPB is so damn confusing. Cant say which is better as far as SEO is concerned. i found it in the phpBB 2 when i used them for few weeks, and if the script has errors, i guess search crawlers wouldnt like to index a faulty script!

I have never really used SMF, but have been hearing some good things about them, dont know why they are not so popular. One more which i have used is Olympus, it is also pretty good as compared to other forum scripts.

I would choose phpBB over VB any day of the week. I much prefer the templating system phpBB uses and the way it functions. I find it bad that some forums charge for everything like VB and IPB. Yes there are many more mods for VB, but give it time and phpBB will follow.

I disagree, it is more resource intensive than many others I have tried. When your forum gets huge, it is hard to roll back... you have to upgrade your server or get a better one. Not to mention, SMF has every mod that VB has, maybe more and definitely more than PHPBB.

It is about what your users want. they want a nice theme, ease of use, and speed. Thought all have nice themes and usability, SMF is faster I believe.

I guess members here are having a difficult time staying on-topic.

OP wants a client software to control their forums. I am unaware any that exists mainly because any software would still require internet access. If you have internet access why not use the admin panel of the software?

And imho if you do choose forum software look at the Mybb project:
MyBB - Free PHP and MySQL Forum Software
