you create one big chunk of graphic in .jpg in image editor you use 1024 x768 and then you splice it

What I personally do is go to template sites and browse templates for hours. Find around 10 similar templates that you like and incorporate there features into yours. You can do this is photoshop or my personal favorite CorelDraw X3. It is a great graphics program. Then you could either slice it up or, if you want to rank good in the search engines, get a coder to code in in tableless css.

if you are good with Photoshop then all you have to do is to get a template .. and just edit it and you are done!
