Menu part of the window question

I got this spam email today with a link in it. I was bored at work so I decided to click on the link. I came to this site: http://true.ws/tala

I'm interested in that little menu they have on that site. Does anybody know what it's called and how to get something like that? It seems to be part of the browser window. Never seen anything like that before. It seems like you can right click on it and view the source. All that came up was pretty much a javascript. Would that be the full code for it?

Thanks if anybody can help.

that thing down the bottom of the page which i missed?

its just a frame on the page and some pop up links

Hmm... looking at it some more it does look like a frame. I guess the way it was made threw me off. To me at first it looked like it was attached to the browser itself and wasn't thinking frame. Thanks.
