If I want to publish my website, does it need a disclaimer? Where do I find out what these are and what they entail?

Whether or not you need a disclaimer most likely has to do with whether or not any of the content is copyright protected by anyone else. You would also most likely want to add a small copyright notice to the bottom of it to protect your interests as well...
