Template Creation

I was curious if anyone had or new of any software (other than frontpage, macromedia ect...) that make creating templates quick and easy...is there any such software that makes creating templates very fast with a somewhat simple interface???

Try hot dog professional. But u cant find anything better than dreamweaver !
