Try to contact the member and ask him or her what happened. If the person still refuses to give your money back then report it to paypal.

Have you reported this to a NP moderator?

I'm sorry for your potential loss, ensure you report the member to NP staff so this does not happen again.

I believe PayPal has a 60 day policy for appeals and refunds. You should have time to make your case. You say it was a web design? If PayPal believes you have received the digital goods, i'm sure it might be possible for PayPal to request the digital goods a second time on your behalf (with your permission). The seller should have absolutely no problem providing it. If paypal does not receive a copy of the design, you might get a refund.

This may not be a usual procedure for PayPal (it's like escrow), but you might get lucky, it's a very simple solution to a simple problem. See what they say.

Hi asantha,

Bare in mind that NP cannot reimburse members of their loss. They will only take appropriate action against the member regarding their forum account.

You can contact one by reporting a post (see the image at the bottom left of each post.

Or you can contact just about anyone with a bolded username, and they will try to deal with the situation.

Again asantha, give it some time, this member could have a reason as to his being away, although it has already been a couple weeks.
