It's hard to tell some times ... But NetSol does in fact provide this service. I know several members have sold domains this way.

Looking at the header - It appears legit to me.

hmm, the bit that makes me a bit suspicious is to take the domain lock off, but then its to a netsol account in my name so should be ok I guess, anyway ill update with news

If you feel there is any Questions still - I'd forward it to NetSol to confirm .... But I wouldn't be in a hurry for a response.

If the link takes you to https://www.certifiedofferservice.com/ as it says it does, then it is legitimate. That is NetSol's service to let people make offer on domains anonymously.
