This member has basically walked away with a fully developed, customized, vBulletin Bulletin Board.

After sending half of the payment ($200) to complete the specified requirements for a site called surfandskim.com , I began work on the site. The day after I completed the site (Monday), I tried to instant message the client as we had previous contact before, explaining the site was finished.

Later that night, he signed off and has not been on AIM, nor MSN messenger since. The site was taken down and replaced by the page you see now- an advertisement page.

Previous private messages on this site (two times) have not been returned from yesterday, yet he has been online both yesterday and today on this site. I have sent him a billing invoice through paypal to his e-mail address, but have recieved no payment, nor reply to the specified e-mail address on the sidenote to please e-mail me the situation.

He has supplied false information in the whois database, so all attempts of contact have failed so far.

He has walked away with a $400 completely built and customized vBulletin community.

David - if you see this, hopefully you will come out of hiding and finally either explain your situation to me or finish paying the rest of the price.

Yes - I suggest staying far away from this guy.

it's still unclear either he did not used what you did for him so he never completed payment and something's come up or he still owes you the balance.

it's only assumptions, its better that we wait for him and see what he has to say. hope this helps too.

Update -

He has cancelled the requested remaining balance. Still no contact in response to my tries.

it doesnt matter if he used or ever uses it or not
the agreed work has been done and recieved by him...
you dont pay a builder to build you a deck and then say "sorry im not going to use this anymore im not going to pay you.."

we can't conclude nothing yet as we are waiting for the other party to respond in professional way. im not saying that one that didn't paid can't get away with it, he's already guilty evading the payments. but im thinking of another subtle way to do it.

doesnt look like he will respond tho since he is evading PM's and instant messages and emails when he has been online.
