Not sure if I am understanding this clearly, are you saying someone made an offer for one of your domain names and then backed out because they changed their mind? Or are you saying someone keeps making offers and backing out playing games?

When you make an offer on Sedo you enter a binding contract, not proceeding violates that contract- I had a few last year and posted their details in various places and then sent them an email with the thread(s).

Yeah that is very annoying. In fact thats costly too... he may have been the winner of an auction for example then backs out.. meaning all those others who made bids also lose out and the seller loses a potential sale to all others who were legitimate.
