It contains a section titled "Confidentiality" with basic instructions on applicants keeping parts of their application private. Isn't this what led alot of them into the "trouble" they are in, in the first place, not having to be open about all the details when playing with other peoples' money? Maybe its just me, but sounds like the Treasury Dept. would be smarter than that...but, then again, they weren't smart enough to catch on the first time and appear dumb enough to fork the dough over now...go figure!
