Upload/Download system (Web based)

Does anyone knoe of any upload/download systems that are webbased?

ie. like php nuke's function where members can upload, and they can download programs

except, i don't really want all the extra functions, just the part where they can upload and download parts

Anyone know where i could get something like this?
