Oh, I see - in this case, it's an interesting idea, so long as it can be streamlined a little bit to make it more obvious for users where the active buttons are around the screen. With that said, it's quite a novel approach towards creating a layout - nicely done!
I do have to wonder, though, if using the Windows layout and graphics for web design would not constitute copyright infringement.

I think the concept is interesting, however how you have done it now is...terrible lol. It's entirely image based and hardly what you call interactive.
G_C makes an interesting point about copyright issues, all the sites/games/flash animations etc that use a windows style GUI do not seem to use the actual interface images, they recreate them.
