Dynamic menu is bad for SEO?


I want to use a dynamic (dropdown) menu. I mean, when I open that menu, few sub-menus should open under the main menu. One of my keywords is in a sub-menu. As long as it will be included in the url of that page, should I worry of that dynamic menu not being SEO friendly? Should I make from that sub-menu a static main menu?

a pure css dropdown menu is ok, if it uses javascript its harder for google to read it.

css & html = SEO
html & javascript = SEO
