About duplicate content penalty

I've always been seeing people in the domain industry write about how Google is able to recognize websites with duplicate content and penalize them in SERPs, while uniqueness and freshness (plus other factors) are the key to successful rankings.

To be honest I found many sources which state duplicate content isn't really a problem and that's just a widespread myth. The only case which may represent an issue is when your website is entirely made up of content carbon copied from other websites.
????: NamePros.com http://www.namepros.com/search-engines/703271-about-duplicate-content-penalty.html

What's the joining point of the two theories?

Thanks for the good read,

It is much harder to rank when all you have is duplicate content on your site, you are competing with everyone else with the same content. Unique content gets more credit and the unique search terms that come along with it. It wont harm your rankings, just make you work much harder for them.

Too sad but posting contents on sites with higher authority or fast-indexing has big advantage over small and not easily indexed sites even they have first posted the original article.
