Help! SEO - One link in, One link out? SEO EXPERTS HELP!

In this SEO scenario, I want Website B to benefit the most. B is the one I'm trying to optimize.

If I have a website about cars (A) and then I link to another website about cars (B).
????: NamePros.com http://www.namepros.com/search-engines/602828-search-engine-optimization-one-link-one.html

Will the benefits gained from linking A to B be reduced if B links back to A?

Should I only want incoming links on site B?

Do outgoing links take away from SEO?

Also what if site A has multiple links to site B and its multiple pages, is that a good idea?

What if I have multiple links from A to B that link to the same page but the text link uses different words...

ie. Awesome Cars -- Links to Car Page at Cars.com
Super Cool Cars -- Links to Car Page at Cars.com
Amazing Cars --- Links to Car Page at Cars.com

Please, any SEO experts out there, your wisdom is appreciated. Thank you!

one-way links are better, but chances are your new and small sites won't make much of a splash at all.

If Site B links back to Site A, then will it be beneficial for the users of Site B? If yes, then I think you should link back.

Out bound links can actually do little bit of help in SEO if we link to relevant, quality and trusted sites. But linking to other sites just to gain SEO benefits will not bring any good.

I agree. One-way links are better compared to other types of links. You can get one way links on the following:

Article submissions
blog commenting
forum posting
social bookmarking
online groups
classified ads
press release

And don't forget to make those backlinks contextual, not just a link on the sidebar or in the list of the favorite links. If you want your site to be benefited by a link that's coming from the site A then your site A should have a good ranking as well as good content. This is the only way you can benefit from it and if they both stand nowhere in SERPs then i must say that its not going to make any difference which one links to the other.
