On-Page Optimization is a process of optimizing within your site.. Here are some of the factors you have to consider when doing On-Page Optimization:

- meta tags
- alt-tags (this is use when you describe images)
- headings (h1/h2 tags)
- title tags
- descriptions
- keywords

- Optimizing the existing content
- HTML code corrections
- Remove broken or dead links
- Add Google and XML Site Map
- Analytic Setup

I think the most important factor is adding excellent/useful content in the site. Also, I think keywords meta tag is no longer being used by Google and other SEs. So using this tag will do no benefit.

META tags are still used by some search engine. So I don't think it should be left out.
