Hi i have started a India Forum about a year ago and now i have managed to land 2nd for the search term india forum in google india but in google.com am only number 124 of some 25.000.000 pages. my question is: is google judging the .in extension negative and i wont have much chances to land on page 1 at google.com?? or do i need more patience and seo??

That is like the keywords you have - google.com more common - and co.in less and that's why you have good results there. And that is not due to the geo location.
I believe that obivious: more over in google.ca you will be on the other position etc.
Google dicrect visitors from your region to co.in automaticly to give them better results

There is a way of turning off Geo targeting by google and thats to use there sitemaps. It shows you when you access this if they are geo targeting the domain due to extension. I think Geo is a good thing but its nice of google to give the option of turning it off.
link to google sitemaps, this is extremely postive way of getting all your pages indexed on google also.
