I'm not following what your issue is. While the toolbar pagerank updates vary, a page's actual pagerank is constantly changing (we just don't see it).

There isn't an update period that Google makes public.
You're right that it appears there has been a change in the trend of when it is updated, but that doesn't mean it will be updated monthly ongoing. They could go back to ~3 months. They just don't say...

whether the toolbar pagerank updates every month or every three months shouldn't affect whether or not this program can be made...

it works fine but problem
after update pr ones drops 4 to 1
i ll give u an example
when i check snapnames soon ava. list
find 40 out of 1000 with pr(fake/not fake -means if 60k doms 24000 with pr)
after update 10 out of 1000 means 600 with pr
anyway i ll use the script to snap dictionary ones now

well you have to confirm it with them, straight from the horse' mouth
http://www.google.com/contact/
i have to drop 2 domains since I've done everything I could and I could not get google index them. i have submitted re inclusion as well, by learning from archived.org 2 domains might have bad google experience before or have done something that google will hate them.

It's a nice idea but you may be wasting money, even without the change in PR updating. According to Google links are "reset" when a domain drops.
