Not indexed vs. Violation of terms

OK, so I lost indexed pages on a few sites that I had on Whypark. I had some custom content, but probably more junk articles on these sites. Now, I had a few sites with Evolanding. And one of them gives me an option for reinclusion.

So, my question is, for the sites that have no indexed pages, how do I create new ones? and for the site with the reinclusion option, I guess I have to clean up the site and submit the request?

Or do I have to submit a reinclusion form for the other sites without indexed pages.

And lastly, considering the change in policies with Google, is it safe to park the sites you want to develop in the near future at Bodis or Parked with little content until you get around to developing? Or is it OK to leave at Whypark and remove the duplicate content?

I don't think it matters with the re-inclusion request if you add new pages or not, what they look for is that the thinks that got you penalized are removed.

I think that you'd better create web pages and add the ones you do not want to be indexed in robots.txt

Thanks for the input. I have a few more questions. If I move the sites back to Bodis or parked, will they pretty much stay the same without indexed pages, or will at least get the few pages back that you get with those sites?

And if I move to a wordpress site with original content, should they get indexed at some point, or is there something else that has to be done? I'm referring to the sites that have no indexed pages, not the one that requires re-inclusion.
