what file is it in phpbb that stores all the posts and users cause i want to restart my forum but don't want to lose all of my users and posts

The MySQL database stores that information. If you have phpMyAdmin, you can export the database and import it again when you reinstall the forum. (Exporting might be possible through the Admin CP, too. I don't use phpBB.. :x)

It is possible to backup a database in the phpbb admin area but it is best to use phpmyadmin.

When you say you want to restart your forum in what way do you want to restart it?
