Well i think its impossible to create by yourself a search engine because you should have sources for the information ! If you want to use Google Sources then its really easy !

Well, depending on whether you want an internal site search or a whole web search engine. Both are possible, internal site one is easy and to make a full web one would take a lot of servers and lots of cash..

Anything is possible, but we really do need to know whether it's just going to be a search for your website, or if you're thinking of a full search engine like google or yahoo. It'd be almost impossible to create something anywhere near competitive enough as compared to google and yahoo, and you'd need a lot of money to get it kick started, and running quickly and smoothly for it to work.

But sure, it's possible, could even do it in PHP and SQLite I suppose. You'd need a few quick servers though lol.

can be done easily. Of course, if you want better results, it will take a lot more time. Make sure to check out class libraries in the language of your choice to help you along
