Design this program to specs

I need someone to program a wiki based application for me. Then I'll need the person to make it easily post-able on any website, the same way Youtube videos are.
PM me and I'll give you details. I'll also need a site designed once the program is built and tested, and if you're up to doing it too, you'd probably get the job.
