Upload and download site?

I want to build a site in which professionals or students can share their art work of computer imaging, mostly vector art. Currently, a group of friends and I from across the country, email what we we want to each other, and a few of us make a design, and send a pic at a time. I want to make a site where a person (member or non-member) can upload a file, and download a file (I have seen software scripts, but require admin upload and pay to download). Any known scripts? It would be much appreciated.
