Question about solution for easy web updates


I'd like to get some advice. What is the best way to create a website that is easy to update? I'd like to have something that will have repeated elements across all pages in the site, and be able to update these things once and have them changed across the entire site. I'm interested in your opinions about what the best solution is. Thank you.

I made a site that was all asp reading from text files, and then i made a back end to it so i could edit the text files like just news stuff or content on a particular page. That was just ASP code reading and editing text files so you dont have to worry about knowing DB code. But now i'll use MySQL and PHP. But thats a way to do it as well.
