Shuffling an array then matching elements with criteria?

$one = shuffle($array);

$two = shuffle($array);

 
$count = count($array);

while($count > -1)

{

    if($one[$count] == $two[$count])

    {

        header("Location: $PHP_SELF");

    }

    echo("$one[$count] - $two[$count]<br />");

}

I know I did this a way a php programmer shouldnt, but this is probably the easiest way to do it... And i tried it, and it works. Basicly it will keep running until it finishes correctly.

Doesn't work, goes into infinite loop...
