I want to have a SUPPORT email where people will have to pay per Question?

So there is a form where a visitor can fill out info and even attach images and files... now form is emailed to one of our experts. But How can I charge people per occurance

Or should I just ask them to pay each time they click submit(directed to a shopping cart)

or redirect them to PayPal and give them an unique code which you can verify who has paid
