How could I determine if client's browser accept popups?

I think most do, I could be wrong, but as the majority of people have pop up stoppers, cos they are very annoying.

For what reason are you wanting to find this out?

I imagine it's for stopping his popups being sent if they block them, which would, as far as I know, save bandwidth...if you get that working it's a good idea, I can't think of how you would do it though.

No I do not want to make annoying site. But my client I am developing site for wants all error messages in popups. If I fail to convince him otherwise I will have to make it for him. In addition I have few popup pages so If I could catch this property I could give some notification to user.

most people have popup blockers so if you use popups on a website state it on the page before it comes up.
