Uploading Script Wanted Coded

Hello, i am after a script exactly the same as:

www.yousendit.com (with all of the features it has and has a little admin to make options and switch features on and off)

how much would this cost to get done?

it's ok but the admin is poop and i am looking for like a restriction on how many downloads an hour etc, like so i can make it have options.
