I've been to countless sites, What are "Mock Ups"?

You can think of mockup sort of like a rough draft. It's to give a basic idea, example, or demonstration.

So if someone wants "free mockups, Not on the whole site, but select parts?"

What exactly are they asking for? A rough draft of select parts of there site? im confused :S lol. "enlighten me".

That is most likely what they are asking for. Web designers/developers will often provide their clients with free mockups.
