Google Ad Campaign for parked pages

I keep seeing Google Ads that direct to parked pages based on the same keywords. Aren't the clicks equal to what they just paid, if they get clicks?

If I was already on a parked page and landed at another I would just give up then.

Can someone explain to me how this is lucrative?

Firstly, IMO, its against parking company TOS to run ad campaigns for parked domains. I too have seen guys do this and I wonder how those parking companies are letting this go unnoticed. The logic is very simple, they are running higher piad keyword ads on their parked domains and run an adwords campaign with lower CPC keywords. So even a CTR of 10% can make them profits.

Recently Google has been closing accounts that are into arbitrage.
