Pete,
????: NamePros.com http://www.namepros.com/marketing-techniques/51309-page-rank.html

I found this at google's website:

PageRank Explained

PageRank relies on the uniquely democratic nature of the web by using its vast link structure as an indicator of an individual page's value. In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at more than the sheer volume of votes, or links a page receives; it also analyzes the page that casts the vote. Votes cast by pages that are themselves "important" weigh more heavily and help to make other pages "important."

Important, high-quality sites receive a higher PageRank, which Google remembers each time it conducts a search. Of course, important pages mean nothing to you if they don't match your query. So, Google combines PageRank with sophisticated text-matching techniques to find pages that are both important and relevant to your search. Google goes far beyond the number of times a term appears on a page and examines all aspects of the page's content (and the content of the pages linking to it) to determine if it's a good match for your query.

Hope this helps!

PageRank is a trademark for google and its how google measure your Link Popularity.
So, we call it link popularity and google call's it PageRank.

Regarding http://www.pr10.com :
Number One: Meta Keywords used to be good but now your head title and meta description are the most important tags.
Number 2: He might be correct or not !
Number 3: its an old trick and you will get banned if you use it.
Number 4: He is repeting number two !!
Number 5: His linking formula is INCORRECT.
????: NamePros.com http://www.namepros.com/showthread.php?t=51309
Number 6: Its a correct tip.
Number 7: Google never reveal's when its going to index or spider a site, we can only predict.
Number 8: He is simply tring to say: Exchange links with other related websites
Number 9: This is correct, be careful when spelling your keywoods. opps, keywords
Number 10: I have no idea what he is tring to say

Good luck

"tips" on trying to fool google can cause you major ban points, so it's worth noting to try those tips with extreme caution if you ever fancied even trying them and tempting fate.

That said, to answer the original post, PageRank basically gives you a simplistic way (though using very abstruse algorithms) to quickly judge the importance of a page based on the value of the PageRank. It is by no means the end-all, be-all, and doesn't necessarily correlate to the rankings in the search engines either, BUT is a good reference point considering there is hardly an alternative for quickly judging a page's importance.

Also, PageRank is based on an exponential system, so it's "easier" to get the first early PR numbers (say, 1 to 3) and much harder to get to the higher PR numbers. Thus it takes a bit of effort to reach a PR of 5, but not extremely so. A PR of 5 is indeed a fine median, but the really important sites (and which garner more attention from a user and advertising point of view) start at a PR of 6, and getting harder and far more popular as you move up from there.
