what type of website are you trying to promote, and what kind of social networking are you looking to use? there could be communities / social networks, or social bookmarking, etc.
You can try MySpace, FaceBook or Friendster. But I think they offer only paid ads. If you have the money to shell out you can try their services. If you it free ads, then go for the social bookmarking sites or free classified ads like classifiedsforfree.com, webcosmo.com and classifiedads.com. MySpace also offers free classified ad posting. You're talking about hiring someone to do the networking for you, I assume. Hire a college student or stay-at-home-mom who can use the cash. Advertise on Craigslist or a mom's posting board and you'll find someone in your price range.
I post a lot on apsense and adlandpro for about a year and have had 700 signups by advertising in forums that allow advertising, or posting a good article with my signature links underneath. No spamming though! That can get you banned!

Social networks for marketing is hot. I find that word of mouth advertising works very well. It may be a bit slower than paid adverts but it speeds up eventually... Good luck
