Is it good or bad? What are your experiences? If I have to buy guaranteed traffic what should I look for?

I dont know exactly for what do you need traffic, but most of that "guaranteed" is useless

Its a pure waste of bandwith and money if you pay for it. "Guaranteed" usually means people are paid to click on links and visit the targeted site. This is also known as incentivized traffic because people that click on links do not care what they click on but how many clicks they have generated per hour, day, or week.
