Is Tibet right next to China?

Tibet is largely controlled by China however the Dalai Lama is highly critical of them. The Chinese government would love to be able to shut him up.

Well the Dalai Lama should be able to protect his computers better, or go back to writing on paper.
Is it true many trojans and malwares don't get found by anti-virus programs?
