U.S. User Business Information

Notice Date: March 4, 2004
Effective Date: April 13, 2004

Effective May 2004, PayPal will require U.S. Premier and Business users who receive more than $2,000.00 USD a month in payment volume through PayPal over three consecutive months to provide supplemental information about their businesses including business categorization, sales venue and business URL information.

Revised Buyer Complaint Policy to highlight the requirement to file any claims within 30 days of the transaction, and to clarify the distinction between the Buyer Complaint process and credit card chargeback rights.

Updated Payments (Sending, Receiving Withdrawing) Policy to include section II.3, Personal Account Receiving Limits. Added Section 8, Auto Return, to Premier and Business Account Policy. Added part (e) to section 11 of the main User Agreement. Clarified the Shipping requirements in section 2.e of the Seller Protection Policy. Clarified the PayPal Buyer Protection Policy to include the following edits: a. Updated the amounts of coverage for each Primary Currency; b. Added more information to section 4.d, One Claim per Payment; c. Clarified section 4.f, Buyer Responsibilities, to show that buyers must use online-trackable shipping where possible; and d. Updated the Policy to show that listings on any of the 3 eBay sites (eBay.com, eBay.ca, and eBay.co.uk) are eligible for protection under the Policy.

I am happy with paypal. However, I recently got my own merchant account. Most clients I deal with would rather give me their credit cards direction than go through a 3rd party but I still have it available for the occasion use and for quick domain sales on the forum. The debit card is really great also. I use it to pay for shipping costs and I can even take out money at the USPS. Persons that are not reporting income are who they are after as well as people doint shady business deals because of a lot of offshore crackdowns. Havens are growing shorter and shorter by the day and US businesses/individuals are under watchful eyes.

That doesnt sound to well, I thought PayPal was supposed to become one of the best payment methods available. But it doesnt look like it is now.
