In explaining the role of the Internet Corporation for Assigned Names and Numbers (ICANN), Policy Analyst Anne-Rachel Inne said ICANN does not control content and data transmitted over the internet and therefore could not control troublesome or illegal content such as Spam, phishing, copyright protected material and child pornography.

Inne gave an example of how ICANN has ensured that pornographic sites are not given the freedom to operate under dot XXX domain name as some opposing governments made sure their voices are well articulated under Governmental Advisory Committee (GAC).

As it should be. It's not ICANN's responsibility to monitor the content of websites, aside from any TLD-specific policies (Museums on .museaum, etc). There are enough people doing content control as it is -- hosting providers, government, and now even some registrars like GoDaddy. ICANN should not get involved.

They seem to have too many challenges already that they are unable to meet. I would prefer that ICANN do only a few things well ... as opposed to moving into governance areas that are complex and resource heavy. I read the transcript of the last ICANN meeting and it was devoted almost entirely to investigating inappropriate and exploitive registrar practices. Long overdue.
