Do you speak Russian (maybe Ukranian)?

Getting some traffic from Russia and other eastern European countries on ojto.net which I've owned for a few months. Only one page in the archives from 2007, it reads:

бПЕЛЕММН ГЮЙПШРШ МЮ НАМНБКЕМХЕ

пЕЙКЮЛЮ: сМХВРНФХРЕКХ МЮЯЕЙНЛШУ. сМХВРНФХРЕКХ ЙНЛЮПНБ. сМХВРНФХРЕКХ ЛСУ

Any idea what language this is and what it says? Google translate says it's Ukranian but won't translate it. Also, any idea what ojto means (if anything) or what the traffic is looking for?

I`m not sure, I don`t know Russian, but it doesn`t look to me as Russian language. I think that it is Kazakh (language in Kazakhstan). Don`t know Kazakh either.

try to use a different encoding (i.e. cyrillic windows instead of cyrillic koi-8 or vice versa), may be these are still russian words but just shown in different encoding

Update:
i checked archive myself, it is cyr. windows encoding.

it says:

Временно закрыты на обновление

Temporarily closed for renovation

Реклама: Уничтожители насекомых. Уничтожители комаров. Уничтожители мух
Advertising: Destructors of insects. Destructors of mosquitoes. Destructors of flies
