Stretching a JPEG photo....

I have a photo that I want to stretch across the top of my page. If I do this, then it distorts to much. Is this something that I can do In Photoshop? How would you do this and what would you charge me???

the only way i canthink of is to do a pixel stretch but then it woudnt look ike the same image you had!!
