Without using fractal brushes you may find it's quite hard, however head over to http://pixel2life.com and have a look through their indexed photoshop tutorials, something should be of some help.
Remember that a lot of brushes are made in other programs and ported into photoshop to become brushes.

I still believe contacting the seller is your best option, or contact someone who is excellent with photoshop and request a tutorial, you might have to pay though...
I don't understand why you don't just download the fractals. To learn how to make them you're going to have to email as many creators as you can and hope that one person is nice enough to teach you how to make them.
Your best bet to learn to make them is to go to DeviantArt and bug someone, or just google "how to make fractals" or whatever until you get lucky.

but i would have used diffference clouds filter, you can accieve a similar effect if u get thg hang of it, with some practice you can create pics , thet look like satellite images of earth (just apply the right gradients) on top of the relief.\
, but for u my advice is: as a L33t designer, don't look for an easy way out of the situation (un less time is short and u are getting payed) work it out,
that's what's photoshop is all about, u never comeout with same result to another person (unless u are just plainly copying). so experiment, u might come up with an even cooler image!!
