Well, the <PRE> tag is to dynamically use preformatted text including the white spaces! For example, it may be used to alter the 'disallow instructions in the robots.txt for the subdirectories depending on visiting agent. These guys however are just risking their adsense account! That will be discovered by Google sooner than later or somebody will report them.
