You can't start a site if you don't have money. On the very basic level you've got to pay for hosting. I think you're going about all of this the wrong way. This isn't an industry where you should 'give back'. If you'd like to give back, make a difference where it counts. Charities, volunteer, or help someone who really is in need.
Try getting a job and save up some money. Being a webmaster is one of the easiest industries (in terms of start up costs) to enter. All you need is a couple hundred dollars.
Since you're asking for help -- allow me. If you truely can't put together a couple hundred dollars, hit your city's classified ads and find a job. Work a couple of weeks. Make some money and get a paypal account.
