The new registries (info, biz, us) have some domains reserved from general registration for use by the registry, the government, ICANN, etc. Not sure about .com, except maybe it's either reserved by Verisign or maybe in the auction process at one of the drop services.

There are 7 names that are not allowed by Verisign if my memory does not fail me; f*ck.com s*it.com being 2 of them.

In 1998 or so some company started a free webmail service at whatthef**k.com and I remember how scandalous I thought it was at the time ;-) (So I of course grabbed a few dozen addresses there to send messages to the inlaws ;-) ).
