2. Are misspellings of a trademarked domain against the rules?

I need not repeat the previous two posts, yet I wish to say, if in doubt stay clear. The law dogs will be on you in a heartbeat...trust me! If you think you have a name worth the effort, do your research. It's easier sometimes to just "start over". Research other names and you'll save time and money!

2. That is called cybersquating, so Yes.

Just be advised of legal action might be on the horizon if you choose to venture in that neck of the woods.
