How do I find out about them, before they come out?

off topic: I put a whois gaurd on one of my domains.. when I looked it up on whois.sc is totaly different... Is this shapost to happen?

there are:

-> http://www.icann.org/ -> Internet Corporation for Assigned Names and Numbers

(but no "a" at and)

and

-> http://www.iana.org/ -> Internet Assigned Numbers Authority
