Help! Bumping Godaddy Name to International User

I am trying to bump a domain to a guy in the UK who has a Godaddy account, but Godaddy will not let me transfer the name without entering a state!

Does Godaddy allow transfers to account holders outside the US and Canada?

You can change the country to United Kingdom in the account change menu. That doesn't really matter though, you can just enter any state and the receiver of the account change can correct the contact details later in the GoDaddy control panel once they have assumed control of the domain. All you need to do is fill out all the required fields. Hope this helps.
